Lithuania’s Ministry of Foreign Affairs is the central institution implementing the country’s foreign policy and development cooperation. Within the Ministry, the Department of Development Cooperation and Democracy Promotion administers the country’s bilateral ODA programs, i.e., Lithuanian Development Cooperation.
Lithuania’s development assistance focuses on promoting democracy, human rights, good governance, and the rule of law; economic development; Euro-integration processes; and administrative capacity building.
Themes in environment and natural resources are not a major emphasis, although climate change is defined as a cross-cutting interest.
Grant Programs for Agriculture, Energy, Environment, Natural Resources
1 — Development Cooperation and Democracy Promotion Program. Lithuanian Development Cooperation makes grants to fund projects in developing partner countries. Each call for proposals specifies eligible themes, country by country. Agriculture, environment, and climate change are sometimes among the eligible areas for grant activities.
Grants are to NGOs, universities, training institutes, government ministries, municipal governments, and other legal and natural persons in Lithuania and other countries.
APPLICATION: Lithuanian Development Cooperation makes an annual call for proposals. Each call indicates priority subject areas, priority regions, eligibility requirements, and the deadline for submission. Proposals can be submitted in Lithuanian or English.

2 — Embassy-Funded Projects. Depending on available funds, Lithuania’s embassies in bilateral partner countries may make small grants to local organizations.

Lithuania defines its priorities for bilateral development assistance as below.
Eurasia and Central Asia: Afghanistan, Armenia, Azerbaijan, Georgia
Eastern Europe and Russia: Belarus, Moldova, Ukraine

Lithuania became a donor country in 2004. It contributes official development assistance mainly in the form of multilateral aid to the EU budget and international organizations. This leaves only a relatively small share of ODA for bilateral cooperation and humanitarian aid.
